Dr. Decker will be providing us with a an udpate regarding the National Labor Relations Act and Recent NLRB Developments.The National Labor Relations Act was enacted in 1935, amended in 1947 and 1959, and remained fairly static since that time. It is federal law that governs private sector labor law through the actions of the National Labor Relations Board. While there have always been policy fluctuations as the Presidency moved back and forth between the political parties, thus changing the makeup of the Board, recent Supreme Court rulings and aggressive NLRB policy changes have the potential to significantly impact private sector labor relations. +
Scott E. Decker is a member of the Pennsylvania bar and formerly was an attorney in private practice. He is also a retired federal employee and was a certified paramedic for more than thirty years. Scott has been a faculty member of the Department of Hospitality & Employment Relations, IUP Eberly College of Business, since 2006. He teaches courses in the areas of employment law, business law, employment discrimination, collective bargaining, managerial epidemiology, health law and other areas relating to employment and labor relations. Health care law and policy have been of particular interest to him throughout his career. Dr. Decker earned a Bachelor of Arts in History and a Master of Business Administration from Indiana University of Pennsylvania. He earned a Master of Public Health and a Juris Doctorate from the University of Pittsburgh.
